The doc you want is called the Development System Reference Guide, and it's usually installed in C:\Xilinx92i\doc\usenglish\books\docs\dev\dev.pdf and it's one of the "chapters" in the overall manual accessible from Start=>Program=>Xilinx ISE 9.2i=>Documentation=>Software Manuals.pdf

(substitute the correct Xilinx install base path and Start Menu group.)
