NO, they do not recommend it, they state it I was quite surprised when I replaced the 20 MHz crystal for a 30MHz and the AVR carried on running no problems, obviously mcu manufactures specify a safe limit but if the chip don't lock up at 1.5x clock speed then whats the problem?., 1) you have no idea, whatsoever, what might happen. this is the famous "works" 2) the next chip might and might not yes indeed the micro will consume more energy by increasing the clock but that depends on application surely? unless the app include 'sleep' or such, the power comsumption will not be app dependent.
