Hi Russ,

I would suggest you start with a book. I have "Designing with FPGAs & CPLDs," (Bob Zeidman, CMP Books, Lawrence KS, ISBN 1-57820-112-8). If you start with a development kit you will learn about that manufacturer's product, but not necessarilly about FPGAs in general. Read the book and you will know what you need to look for, ask about, and purchase to meet your goals. Moreover, you'll be in a much better position to take full advantage of whichever development kit you decide to buy.
