It's about a struggle for power. He wants you to know that he has a say in who rides him and when ... and when not ...

My horse used to unhorse me, as I said, by wheeling around so I fell off, yet he carefully avoided stepping on me. That might have been bad, you know, but they (horses) don't want to hurt anyone unless they're threatened, and little that humans typically do will be a threat. If you get right back on after he's unloaded you, he'll figure out that you're going to outlast him.
