Of course, but any designer will include Volts and Time as they derive their Icc budgets. A purist will go right back to the battery voltage :)
Some designs many allow direct battery connect, others may have aspects other that pure mW, dictating a regulated Vcc.

Data sheets do not speak in W, so you do need to get to numbers that are on a Data sheet.
