Not the 'LP2052/'LP4052. You'd need to go for at least the 28-pin 'LP828, IIRC. And it's two wire and AFAIK not similar to AVRs' (which themselves have 3 different OCD communication methods)... :-)

There are always tradeoffs in the choice of MCU. That's why I said the OP should have a look. The wide supply range and DIP availability might be more valuable for a hobbyist than OCD, especially for a knowledgeable one.

I don't know what is "power miser".
