You program the WaveShare board the same way as any one of the SiLabs eval boards. It is done via the 2x5 connector designed to cable to the SiLabs USB adapter. When you buy the SiLabs Dev Kits you get this adapter in the kit. When you buy/use a board like the WaveShare one you simply re-use an adapter from another Dev Kit.
