JTAG really isn't important.

What is important is that the chip has some form of internal ICE functionality, and that this functionality is supported by the used debugger. If it's JTAG, BDM, onewire (using reset line) or something else need not be important. "Cost to debug" is normally the main factor, and a number of JTAG adapters are quite expensive.
