I don't know of any fully independent forum - but I haven't really looked that hard!

Chip manufacturers tend to have their own forum, which will be independent of tools;

Tool makers tend to have their own forums, which will be independent of chip manufacturers.

So pick the forums for the manufacturer(s) and toolset(s) which appear of most interest to you...
