We should accept that Chico is an amateur. He has no experience and has problems to collect them, because he is unwilled to go the hard way.

By this he is already at his limits and must decide how to proceed in the future. He can go on on his old road but will never have something that realy works and satisfies his needs. Or he can go the hard way and start to learn intensively. By this he will have to invest time and efforts without seeing and having immediate success.

There's reading time, learning time, analyzing time, developing time, fabricating time and testing time. Chico is only doing the fabricating time and runs his head against a wall. He is realizing this and responds angry to his friends opening his eyes.

This all is not a question of time, but a question on how to do things and set priorities.
