We have the variant "Storm i vattenglas" - storm in a glass of water - in Sweden.
same in Danish "Storm i et glas vand" in English we have a variant "a tempest in a teapot" I took a glance at Wiki (a good source if you are not totally concerned with accuracy): Both the American English and British English phrases are long preceded by Cicero's Latin "Excitabat enim fluctus in simpulo".[5] The phrase, translated literally, reads: "He was stirring up billows in a ladle".
