Repeating a string transmision at 9600 Bd takes some ms. I don´t think that it is related with decoupling/reset noise. I agree with Michael: it seems the effect of 50/60Hz (aprox. 10ms cycle) transientes by switching off mains (while DC power remains for some long time). My bet is that cutting off low voltage side will solve all the problems and unveil the mistery.
