Makes me think about an early 6800 project where I run the program in RAM. Whenever the power had been cut, it was time to bring up the hex listing and enter the data into memory again using a hex keyboard. Did work. Did allow programs to be tested. Definitely not a fast way to debug an application.

With a modern chip with ISP and a flash that handles 1k or 10k erase cycles, it's so much easier. No waiting for a batch of EPROM to be erased. No need to worry that it was only "almost" erased, possibly getting bit errors now and then. One think to consider. How many hours/days/weeks of extra work does it take to use ancient components? How many hours/days/weeks of helping people or having a summer job does it take to pay for a modern development kit? How much faster progression can you get with a suitably selected development kit?

Having a development kit means that you can use it as base for a EPROM programmer - this can be a quite fun project.

Having a development kit means that you can get the basic functionality of some project tested on the development kit before you try to port the program to your 80c31 chips if you want to permanent the project. Or you may have decided that you like the prcessor in the development kit so much that you think it's worth buying one or more processors of same type as in the dev board.

The important thing here is that when you start programming, you do a lot of mistakes. Then you want to either use a simulator (like what is available in the Keil tools) or have a processor that be quickly reprogrammed. When you get more skilled, you will be able to catch more and more bugs by just looking at the code.
