Osama bin Madman and other leaders of the terrorists have stated several times that their campaign of terror will end only when the entire world converts to Islam.

That will never happen. Ever.

So it seems that the only other way the war on terror can end is when OBL and all others who believe as he does cease to exist. (Note that "believe as he does" does not mean all Muslims, only those who believe that all non-Muslims must convert or die.)

Hence if the USA is to end the war, there is only one way to do it, and it isn't by attempting to negotiate with those who will not negotiate.
