I can't see what your problem is. Can you do ADC measurement in microcontroller?
it is that simple, keep measuring input signal until you find the peak, then from that you can calculate rms.
How to find the peak, measure two samples, if 2nd sample is larger, take third sample and so on until next sample is lower than current, you got to the peak.
It sounds fun to me, I would love to do it, except I don't have the precious time.
