All this time I've had the Vsense1 and Vsense2 backwards. Somewhere along the line, I marked the wrong colors down. Now that that is fixed, I'm getting better results. I'm still not getting the torque I want or had with the old setup, but it's definetly a step (pun) in the right direction. I can get torque, but I have to run at nearly twice the peak current rating to get it. I'll be experimenting with diffent chopping frequencies and duty cycles to see how this affects things. I still can't believe how many times I looked at that and didn't catch it. I'll feel better tomorrow or the next day when the humiliation wears off.
