Have a look again at your scope plot:



From the red line you can see, that with Uref = 1.5V an average motor current of about 1V / 0.33Ohm = 3A or 6A in total is flowing!
Maybe your amp-meter can not handle this high frequency ripple current correctly and shows a wrong reading?
