Ugs, to turn-on IRL540, is output voltage of L6506, let me say 3V (because of TTL-compatibility), minus voltage drop at Rsense. If voltage drop across Rsense increases, because you want a high current to drive through the stepper, then Ugs becomes smaller and smaller, finally so small, that the MOSFET tends to turn-off again.
