Long time since the chip manufacturers had to start producing processors where the I/O transistors are significantly larger. There may even be multiple scaling layers because the I/O transistors may be too large for the "internal" transistors to manage the capacitances with acceptable switch times so there is a middle layer of semi-large transistors.
