I agree that the fact that you have a certain size hole in the middle of your IO transistors pretty much means that you can fill it with a few big transistors or lots of small ones, all for the same cost.

I don't believe anyone is building new fabs for big geometries. As I understand it, the big boys build cutting edge state of the art fabs and sell off their old technology fabs. The costs are eye watering, and they only get about 9 months to recoup them! A 0.13um second hand fab is comparatively cheap.
