So languages like C and Pascal would be good for getting an unorganized programmer to learn how to organize programs properly...

You haven't seen C or Pascal much, have you? I have seen both more unorganized than a kid's toy chest. Organized (I prefer the word 'structured') programs is not a matter of language, it is the difference between a coder and a programmer.
