these have totally different meanings.

you can 'define' that you need a PID loop, but you can not 'document' its performance till you have run it.

While you cannot know in advance what the performance of your PID loop will be, you most assuredly can define and document what it MUST be in order to meet requirements. That way you have criteria against which to test the result.
