Microsoft did create a method to move "Program Files" but failed to make their own program behave 100% acceptable. Too many people (including M$ guys) are hardcoding things :(

By the way - some earlier versions of Windows (maybe Win NT 3.51 or NT 4.0) did use Programs as directory.
