I think a lot of eval boards have the software written by the hardware designers. And they are better with hardware than with software, resulting in lousy looking code based on copy-paste of lously looking code from an earlier eval board.

And the hardware designer may be one of their application engineers, who spends most of his time supporting customers and now and then get the task to develop one more eval board before returning to technical and sales help.
