Thanks Michael Karas.

The requirement of the system is that, till the Temperature reaches 100 Degrees, We are NOT supposed to give full voltage to the heater. We are supposed to give only 30% of the voltage to the heater, till it reaches a temperature of 100 Deg.C.
Later you can give full power.
