The problem is that unless they can copy it from the T'interweb universty students don't do the work,,it maybe politically incorrect to say it but the simple fact is that there are certain ethnic groups which do seem more inclined to plagiarise, for all sorts of complex reasons. So they are taught that development is simply copying other peoples ideas and working on systems which have virtually unlimited resources.
