Thanks again....

My first query was Relay or Triac : With advice from all here, I was able to conclude that in this application, relay is better.

Second help that I requested was : "ways to reduce consumption still further" : So far I have gained a lot from all suggestions regarding my second query, and am able to google with more meaningful key words.

You are justified in saying that 400mA is not such high after all, but I am just keen on reducing it further. Possible or Not and if possible would it be substantial is something I am unable to answer on my own ;)

heatsink stands @ 32 deg Celsius (89.6 deg Fahrenheit), its about 2cms high, 2-3 mm thick, and top view looks like rectangle with 1 side missing. wraps around 7809 leaving front side open. But as I said earlier, i shall test by removing it.
