Yes, obviously it must include the relay current - that is the topic of discussion!

But it doesn't necessarily mean that the relays are driven from the regulator; the relays could equally get their power from before the regulator:

Of course, if the relays are currently being powered from the regulator, there is an instant power saving to be made by not doing that!
