No, I don't think that is correct!

Your multimeter just reads whatever current is flowing; I suspect that this current may well exceed the required holding current - see: http://www.8052.com/forum/read/168134

Again, You need to check the relay Datasheet.

Are latching relay cost effective

I think they are significantly more expensive - I have no idea what might be "cost effective" for your particular application!

Yes, you will need to redesign: they usually need a pulse to turn on, and another pulse to turn off.
