Sivanand, your mistake is, that you have connected the 7407 wrong! You must connect the A-inputs of 7407 to the outputs of 74LS154 and the Y-outputs of 7407 to the relays. I have marked the A-inputs and Y-outputs in the scheme above.

Take care, by plugging the 7407 upside down, the 7407 is no longer properly powered! Connect 5V to pin 14 and 0V to pin 7!!!
