As Westermark suggested I should have used alower value of resitor.
I used a 5.08Kohms and neverthless did not get to any led glowing.
But neverthless I measured the voltage on the pins directly and the voltages were right(4.95V)
There was no problem of low pin becoming 2.7 V.
So the controller is outputing correct voltage in sink mode.
Now I am going to connect the outputs to a demultiplexer http://www.fairchildsemi.com/ds/MM%2FMM74HC154.pdf
Hopefuly it acts as a curent sink and the voltage level is correct.!!
