Ensure flow control is set to 'None'

As you have an oscilloscope, have you checked if the COM port is sactually transmitting anything?

Have you tried a similar loopback directly at the COM port connector on the PC (ie, no intervening cable)?

I have only one Com port in my computer and i set the correct settings and the hyperterminal bottom line says it is connected but there is no output back to terminal.

What settings, exactly, did you use?
