My experiments back up the inconsistent clocking from the RC. I'm going to breadboard up Michael Karas's circuit early next week and see if it "feels" better

Design is not an issue for "experiments" or "feels better".

Follow the datsheet, that is design anything else can only be categorized as 'hope' whether your 'test' is succesful or not.

the datasheet http://focus.ti.com/lit/ds/symlink/cd4013b.pdf states clock input rise/fall time max 15/10/5 uS at 5/10/15 Vcc.
