Keep in mind that this cable provides TWO ways of programming your FPGA. Since you are interested only in the JTAG portion, the rest is unnecessary.

Of course, if you want, you can build the whole circuit. It won't hurt anything. Note, however, that the XILINX recommendation is to slow down the speed if the "flying leads" are long.
