I think you should know I think Richard is being a little unfair as this is a problem which he has been struggling with himself and having some problems using the Delay Locked Loops on Xilinx devices to extract and syncronise the clocks.
I was upto last week doing my best to diagnose problems he has been having via email which is never easy, anyway its up to you but now you know why he has set the problem :-)
