I think you would need more than two weeks for a beginner to do a design like that.If you are really stuck i'll help you out as its really a matter of reusing code that ive written before and i could do it in a few days or help you to do it in a few days rather :-)
Basically there is no way you would get everything you need into a max7000 the cheapest device which do all that you need would be the flex10k.If you draw a diagram ill help you with the code.
