The 8051prog2 USB 2.0 Programmer at mikroElektronika is a good buy for under $100.

Adding a 10 pin (2x5) header to your design allows easy access for programming your project.

Assembler not included, I use the ACEBUS 8051 assembler to write assembly language programs.
