Yes, I think "investing in good tools" is a key indicator of a professional.

However, there are plenty of amateurs in other fields who seem far more willing to invest in good "tools" than many of the posters here - even the Professionals!

eg, as a musician, I'm very much an amateur; my digital piano cost around £1800 - and yet many posters here scoff at that sort of money for tools!
(and there are plenty of amateur musicans who pay a lot more for their instruments)

Why are we so stingy?

On the specific examples you quote, I don't think either is a foregone conclusion...
