If you're using DynDNS (or similar), you don't need to be concerned with that - the service does it for you.

2. If the device address is not public, then will DynDNS work?

DynDNS just works to the public address - you would have to provide your own means to route through your firewalls or whatever to local, Private addresses within your local network.
