It is unlikely they'll like you to place home-made, uncertified, switches, etc. in your house wiring. However, X10 and other commercially available product lines have been certified to meet certain requirements to which insurance companies have had considerable input, so those might allow you to do what you mention.

If you plan to build a product for commercial distribution, the insurance industry is likely a good place to get some of your input.
