Well, a quick look at datasheet presents a strange "VDD monitor reset" feature: This reset must be enabled after the power-on reset. So, there's a brief period of time where you do not have any bown-out reset, or am I wrong?

Yes, there are very many, today. Search for regulators providing the "undervoltage lockout" feature.

But you can also take any regulator with an "enable" input, like the LM2674 for instance. You need an additional comparator with some hysteresis, though. Even the linear LM317 with the well known shutdown feature could be used with an additional comparator.

Make no mistake, these lockout thingys must be well tested...
