Of course, they have input protection! Read carefully the following datasheet to see that they have protected inputs:

The HEF4000 series is extremely usefull. They are much faster than older CD4000 series, but not as fast as 74HCMOS. So, they offer superior EMI performance, which is a very essential feature in some mixed analog/digital applications.
