Thanks all for your answers. The Shift Register I'm using is the HEF4021.
I think I'm going with Eric's solution. It's cheap and not very space consuming on my board since it can be made of bussed and isolated resistor networks.

The wires don't leave the enclosure so it's hard to imagine that clamps are needed to 'fight off' any weird signals.
