But we are not talking about square waves but short pulses. Get a signal generator and set it to produce a 1uS wide pulse. Now set the repetition rate to 10KHz and connect it to your rms meter, then repeat at 100KHz and see how the power varies.

Perhaps we are getting confused with PWM techniques which can exists at any frequency, simply by setting different RC passive components on the ramp osillator? ( At least I think), further clarification my be required here from others...

Any takers....???
