With no µC installed, the consumption (voltage regulator) is 0.21mA.

... buy a better regulator ?

A regulator that uses less than 0.21mA? I don't think I can get one. Almost all the "waste" is in the 6k04/18k2 voltage setting network. A regulator that tolerates high input voltages is needed, and the LR8 that I use is one of the very few available.

Oh, 450V was not mentioned before, that I saw.... LR8K4 is a nice part.

For this, I'd add a PDZ5.1 or PDZ5.6 Zener, so you can be less strict about minimum load. (on PDOWN tests, you will need to watch out for too-low Icc)
and I'd allow the system to tolerate uC Icc of Zero.

You can drop the bias current, and use the Zener as Min load coverage, if you do not mind relaxing tolerance.
