The circuit they give, needs 300uA load, so a PDOWN LP device, will over-voltage (and probably not survive too well..)

Once it is in idle, tie the Xtal1 pin to GND & Vcc and check Icc.
That will give the 0MHz Idle current, usually == Flash-Enabled

Data curves suggest core-only Icc in Idle, 0MHz is something under 0.5mA,
so you are getting closer to that.

Some vendors give a Icc formula which helps in situations like this.
