Once it is in idle, tie the Xtal1 pin to GND & Vcc and check Icc. That will give the 0MHz Idle current, usually == Flash-Enabled Data curves suggest core-only Icc in Idle, 0MHz is something under 0.5mA, so you are getting closer to that.
