The hardware required to put the fake labels on IC's is a bit more involved than what it takes to put stickers on boxes.
The old labels have to be removed. Yes, that's labor intensive. However, putting new labels on the now blank IC's isn't so simple. It requires an investment, and, if what's involved is falsely labeling MAX232's, i.e. parts that "sort-of" work, I suspect something has to be paid for 'em as well. It wouldn't surprise me to see totally unrelated IC's, not even of the same technology, relabeled and sold in this way, e.g. 74365's or the like, relabeled as MAX232's, but that doesn't appear to be what's going on here.
