The spec sheet (on the real maxim max232) calls for 1uF capacitors.
Since I have no clue what is on the little green board, one of the fake chips I removed, I breadboarded a circuit with.

Exactly the same problems. I tried 0.1uF capacitors, 1uF's, 2.2uF's, and 10uF's. ALL giving the exact same problems, and on more than one chip.
