More than one shipment of untested silicon have been hijacked on route to the packaging factory.

So not garbage chips, but naked silicon that still waits for (more?) testing during packaging.

If it's stolen MAX232 that requires 1uF capacitors, but packaged as MAX232A that is fine with 0.1uF capacitors, you can get a lot of ripple from using too small capacitors.
