The serial port was messed up. Not the PC. When I used a crappy terminal program written from VB6, THEN I had to reboot the PC. Just shutting down the terminal program closed the com port, then I just ran the program again.

YES, of course. Incidentally that was the first time I got ripped off by buying some USB to Serial cables (also from China) they claimed to have the Prolific chips in them. The problem was similar. The guy who sold me them had disappeared.
